Charm++ parallel programming system

1. The Cell offload API is part of the nightly charm distribution.

It is not packaged separately at this time and did not exist when Charm 
5.9 was released, so it cannot be found therein.

2. lvClient source is in charm/java/charm/lvClient in the nightly 
distribution, not 5.9.
