Since this is a problem with compiling NAMD and not Charm++ [1], it's best suited to be addressed by the NAMD mailing list. I've copied this response to that list, so that future replies can be easily directed accordingly.http://www.ks.uiuc.edu/Research/namd/bugreport.html says "If you do not understand the errors generated by your compiler, queueing system, ssh, or mpiexec you should seek assistance from a local expert familiar with your setup."
If you would like assistance with compiling and referring to your build of TCL, here or elsewhere, you're going to have to give the details of where and how you built that.

[1] I don't know how you came up with the Charm++ build line you did, but what you probably wanted was
./build charm++ net-linux-x86_64 --with-production
Without x86_64, you're getting a 32-bit build. There's no need to specify 'gcc' at all, and you may get unexpected results by doing so.
