The build target 'charm++' builds only the core runtime system and libraries and utilities to run Charm++ programs. The comprehensive set of libraries that we ship with Charm++ can be built with the 'LIBS' target.
For your particular case, I believe you can run 'make -C tmp/libs/ck-libs/state_space_searchengine/' in your charm directory to build just the SSSE library.

Now when I try to do a make on any examples in "/charm/mpi-linux-x86_64/examples/charm++/state_space_searchengine/ " I get an error: ../../../../bin/charmc -c searchEngineAPI.C
searchEngineAPI.C:4:26: fatal error: searchEngine.h: No such file or directory
searchEngine.h is not present in /charm/mpi-linux-x86_64/include
What do I need to do to run the state space search engine examples with mpi-linux-x86_64 ?
