It seems like cpp (/usr/bin/cpp) is part of the gcc package:
I'm just surprised that when I install bash, I still get the busybox shell running it:
bash-4.3# echo $SHELL
/bin/ash
bash-4.3# ls -l /bin/ash
lrwxrwxrwx 1 root root 12 Apr 1 18:56 /bin/ash -> /bin/busybox
