Instead of linking to /usr/bin/gcc, could you link to /usr/bin/cpp (that's the C preprocessor, not the C++ compiler)? We've seen/heard of similar issues on Alpine Linux as well.
Also, it shouldn't be necessary to specify the 'gcc' build configuration option - that's already the default on Linux systems. Probably best to try building without it.
Out of curiosity, could you share what sort of project you're working on? That Zynq device looks interesting.
