We do not have binaries for the Charm++ builds for download on the website any longer. For Charm++ build on Windows, you can download the source code from https://github.com/UIUC-PPL/charm and build using the command ./build charm++ netlrts-win-x86_64 --with-production -j8. You can find more build options for Windows in section 2.6.1 of the manual https://charm.readthedocs.io/en/latest/charm++/manual.html. Please let us know if you have any questions.
