After looking back into older threads, I saw that NER is indeed needed for
SRL. So shouldn't annotators-example.xml specify NER as a requirement for SRL?
Anyway, after poking around for a bit, I realized I was using the wrong
startServers.sh.

Nothing like debugging for a few days and then asking a question to make the
answer magically appear :)
