Hm,

It seems that $K_BASE is still not being read?

I'm not sure what's wrong with make, but the following commands will
build the Haskell dependencies manually:

cd $K_BASE/tools/language-k;
cabal install;
cd $K_BASE/tools/krun;
cabal install;
